What does 'wait to respond' mean?
"Wait to respond" is the core Strategy for Generators and Manifesting Generators: instead of initiating action from the mind's plans, you wait for life to present something — a question, opportunity, or situation — and then let your Sacral Center's gut response, an "uh-huh" (yes) or "unh-unh" (no) sound, decide whether to move on it.
The instruction isn't to be passive — it's to change the order of operations, so that Sacral energy only gets committed to things it has actually said yes to. Initiating from the mind instead tends to produce Frustration, the Generator Not-Self theme, because the Sacral engine was never truly engaged in the first place.
In practice, responding can look extremely active from the outside; a Generator who waits, responds, and then sustains effort on what they said yes to typically appears more productive than one who initiates constantly from the mind and burns out.
